Jackson Tai - Non-executive Chairman

Most recently, Jack served as a Non-executive Director of Mastercard (for 15 years), for Eli Lilly and Company (for 10 years) and for HSBC Holding PLC (for 7 years as Chairman of the Group Risk Committee). In the not-for-profit sector, Jack continues to serve as Trustee and Chairman of the Investment Committee for Rensselaer Polytechnic Institute, as well as a Trustee for the Metropolitan Opera and for the New York Philharmonic.   

Jack was Chief Executive Officer and Vice Chairman of DBS Group Holdings Ltd. and DBS Bank Ltd. from June 2002 to December 2007. He joined DBS as Chief Financial Officer in July 1999 and was appointed President and Chief Operating Officer in 2001.  Prior to joining DBS in Singapore, he served 25 years with J.P. Morgan & Co. Incorporated, including as Managing Director and Member of the Investment Banking Division management committee. While at J.P. Morgan, he established the Japan capital markets business, based in Tokyo; founded the global real estate investment banking division based in New York; was the senior officer for Asia Pacific based in Tokyo; and served as senior officer for the Western United States based in San Francisco.

Previously, he was a member of the Canada Pension Plan Investment Board, a Non-executive Director of Bank of China Limited, Singapore Airlines, NYSE Euronext, ING Groep NV, CapitaLand, Singapore Telecommunications Ltd. and Jones Lang LaSalle.

Jackson received a Bachelor of Science degree from Rensselaer Polytechnic Institute in 1972, and a MBA degree from Harvard University in 1974.

Jon Mayeda - Chief Executive Officer

Jon Mayeda has more than 20 years of commercial real estate experience in building rehabilitation, asset repositioning, ground-up development, and entitlements. He oversees all of Urban Land Development’s operations and has been the visionary force behind the conception, design, and realization of the company’s distinctive real estate projects in San Francisco. Since 2014, Jon has attracted a highly disciplined management team with individual track records of success across multiple property types. Prior to his professional background in commercial real estate development, Jon was a project manager for both national and regional environmental engineering consulting firms.

He currently serves on the Board of Directors of ULD and the board of trustees and the facilities committee for the Chinese American International School (CAIS), the first Mandarin immersion school in the US. He is also head coach for the CAIS Girls Varsity Basketball Team, as well as coaching the BullDawgs AAU Girls Basketball Program.

Jon graduated from the University of California, Davis with a B.S. in Environmental Toxicology.

Susan Sagy - Managing Director

Susan Sagy has more than 25 years of real estate experience during which she has developed and repositioned more than 3.8 million square feet of commercial and mixed-use product valued at over $1.5 billion. Prior to joining Urban Land Development, she was Co-CEO and Co-Founder of W3 Partners. Prior to forming W3 Partners, Susan was Managing Principal of Broadreach Capital Partners where she was responsible for development and re-development projects in the Western United States. Prior to Broadreach, Ms. Sagy was regional leader for Equity Office Properties (“EOP”) West Coast Development Investments Group, responsible for development and asset repositioning projects, as well as land disposition efforts in California.During her EOP tenure, she led $756 million of development projects and transactions totaling 2.0 million square feet, including the closing of the Barclays Global Investors headquarters lease for 324,000 square feet. Before joining EOP, she was Vice President of Development for Spieker Properties where she led a team of development and construction professionals.

Susan received a Bachelor of Arts from Tufts University and is an active member of the Urban Land Institute, NAIOP, and Lambda Alpha. She is a member of ULI’s San Francisco District Council Executive Committee and sits on the Board of Directors of the San Francisco Chapter of NAIOP.


Shio Jan Tio – Director of Finance

Shio Jan Tio has over 15 years of experience in strategic planning, program management, and corporate re-invention.

Jan began her career with Arthur Andersen Business Consulting, working on multiple projects across the industries of financial services, technology, and healthcare. She later focused on the financial services industry, where she led various re-invention initiatives. Her role later expanded to include advisory support and outputs for Managing Director’s decision-making and management processes.

Jan was also responsible for the corporate development of a leading end-to- end solution and service provider of smart card innovation and technology, headquartered in Singapore. She played a pivotal role in bridging alliances with key players to form partnerships, expanding its services, and successfully initiating several key showcases in the Asian region.

Between 2014 and 2019, Jan facilitated the development of a sustainable business model and revenue growth for a FinTech company based in Shanghai, China.

Jan graduated from the University of Manchester Institute of Science and Technology (“UMIST”) with a Master of Science in International Business.


Melvin Mendaros - Director

Melvin Mendaros has more than 10 years of experience performing financial analysis and evaluating land use for real estate projects. He is responsible for executing the firm’s acquisition and disposition strategy which includes sourcing and underwriting new deals and closing capital transactions. He is also responsible for driving the submission of entitlement for existing projects.

Prior to joining Urban Land Development, Melvin worked at a privately-held mortgage banking firm where he managed loan originations and securing new warehouse credit facilities. He also worked at the Office of Finance and Budget Management for construction projects for the City and County of San Francisco.

Melvin graduated from the University of California, Berkeley where he earned a B.A. in Legal Studies with a minor in City Planning.


Allen Ching – Director

Allen Ching, with more than 17 years of commercial and residential real estate experience, is a Founding Partner of two private real estate investment companies: AR Capital Management and High Water Capital Inc. Both entities focus on raising capital funds through private equity placements for new construction development and repositioning opportunities in real estate and hospitality.

Allen helps manage global and domestic relationships with investors and business partners and contributes to strategic internal business initiatives.Living in San Francisco for over 40+ years has provided deep and thoughtful understanding of the Bay Area Region.

He holds a BS in Business Administration with a concentration in International Business from San Francisco State University.


Chris Barideaux – Associate

Chris Barideaux has been engaged in value-added urban residential real estate property management and re-development for more than twenty years, working initially under an Oakes Group Enterprise Mentorship, and then for the Prado Group in San Francisco.

Chris’ commitment to the San Francisco community was formed during his time as a collegiate basketball player for the University of San Francisco and then through his success in organizing a San Francisco Bay Club Basketball Academy, where the focus was on developing basketball tactics and emotional intelligence.

Chris earned his Bachelor of Arts degree from the University of San Francisco. He also completed the California Apartment Association Professional Property Series, as well as the Real Estate Investment and Development course at Rice University.


Ray Wong - Senior Administrator

Ray Wong manages the accounting and administrative services for Urban Land Development. With more than 12 years of experience in commercial real estate and hospitality administration, he oversees the daily administrative services for commercial development projects and property management.

Ray graduated from the Le Cordon Bleu College of Culinary Arts, San Francisco with an Associate of Occupational Studies Degree in Hospitality Business Management.


Michael Covarrubias - Senior Advisor

Michael Covarrubias is Chairman and Chief Executive Officer of TMG Partners, a privately-held, full-service development firm based in San Francisco. TMG Partners has been one of the largest real estate developers in the Western United States, well-known for its leadership and expertise in building rehabilitation, asset repositioning, ground-up development, entitlement and re-zoning, and historic renovation.

Having joined TMG in 1988, he oversees all company operations and has directed the company since 1995.

Prior to TMG, Michael’s professional background included 17 years with Union Bank, where he focused on commercial and real estate lending, as well as administrative management. In his last position, he served as Senior Vice President and Manager of Union Bank’s Silicon Valley Regional Real Estate Center.

Michael is a graduate of the University of San Francisco with a B.S. in Business Administration.

William “Bill” Lee - Advisor

Bill Lee worked for the City and County of San Francisco for more than 28 years in a wide range of disciplines. He served for more than ten years as the Chief Administrative Officer/City Administrator for San Francisco by three different Mayors. In addition to his administration role, he was on the Planning Commission for twelve years and served on San Francisco’s first Commission on the Environment.

In addition to his public service, Bill worked for FMC Corporation and Allied Chemical Company. He has been fortunate to have served on the Bay Area Economic Institute Board, and the San Francisco Visitor and Convention Bureau, now San Francisco Travel.

Mr. Lee has a Bachelor of Science degree from the University of Maryland in Chemistry and Master’s degree in Toxicology from the University of San Francisco.

Geoffrey Perusse - Outside General Counsel

Geoffrey Perusse is a partner in the Private Funds and Investment Management Practice of Rimon Law where he counsels businesses in connection with private capital raising, private fund formation, investment activities, securities regulation and compliance matters.

Geoffrey started his career in the Menlo Park, California office of Davis Polk & Wardwell LLP and spent over a decade at Allen Matkins Leck Gamble Mallory & Natisis LLP in their San Francisco office. Most recently he was a partner at VLP Law Group LLP.

He is a graduate of Colgate University where he received his

B.A. in International Relations, and received his J.D. from Washington & Lee University where he graduated Cum Laude. He is an active member of the California State Bar and the American Bar Association.
